Minutes of the City of Crystal Lake Park, Missouri Regular Meeting of the Board of Alderman Monday, March 13, 2006
Mayor Balcer welcomed the residents to the meeting and asked that the roll call be taken. ROLL CALL: Mayor and Aldermen: Mayor Matt Balcer, Alderman Stefan Cooke, Alderman Jim Leonard, and Alderman Jim Gehringer were present. City Officials: Present: City Clerk Karen Coon, City Treasurer Ann Bradley, Attorney Dan Human. Absent: Alderman Sandy Spitzer, Deputy Attorney Steve McCandless, Chief of Police Steve Sood, Park and Street Commissioner Greg Heck and Building Commissioner Rob Lappe. AN ORDINANCE PROVIDING FOR THE LIGHTING BY ELECTRICITY OF THE STREETS, AVENUES, ALLEYS AND OTHER PUBLIC PLACES IN THE CITY OF CRYSTAL LAKE PARK, IN THE STATE OF MISSOURI, AND OTHER ELECTRIC SERVICE REQUIREMENTS OF THE CITY, BY CONTRACT, SETTING FORTH THE TERMS OF THE PROPOSED CONTRACT THEREFORE BETWEEN THE CITY AND UNION ELECTRIC COMPANY, ITS SUCCESSORS AND ASSIGNS, AND PERMITTING SAID COMPANY TO ERECT, OPERATE AND MAINTAIN POLES, LINES, WIRES, CABLES, TRANSFORMERS, AND OTHER APPLIANCES IN THE STREETS AND ALL OTHER PUBLIC PLACES, NECESSARY FOR AND APPROPRIATE TO THE PERFORMANCE OF SAID CONTRACT AS DESCRIBED HEREIN. PASSED AND APPROVED by the Board of Aldermen of the City of Crystal Lake Park, Missouri this 13th day of March, 2006. REPORTS: A. City Officials 1. Mayor’s Report – Mayor Balcer reminded Board members that the City was still in need of a Street Commissioner. 2. Treasurer’s Report – City Treasurer Bradley provided an updated report on the City’s finances. She noted that the audit was proceeding. She also said that forms had been received from the State to transfer the City’s automatic deposits to Reliance Bank, although nothing has been received from the County to date. A Motion was made and seconded to approve the City’s January financial statement. 3. Street & Park Commissioner’s Report – No Report. 4. Building Commissioner’s Report – No Report. 5. City Attorney’s Report – A discussion took place regarding the dispute between Southern and Southard regarding the City’s street project. Alderman Cooke and City Attorney Human agreed to meet to discuss the issue further. 6. Police Chief’s Report – No Report. 7. Alderpersons Report – No Report. B. City Committee Reports 1. Banking and Finance – No report 2. Street & Park – No report 3. Planning and Zoning – No report 4. Board of Adjustment – No report OLD BUSINESS: A. No report. NEW BUSINESS: A. The Municipal Code of the City of Crystal Lake Park was distributed and discussed. City Attorney Human suggested a work session of the Aldermen to review the code, which has eroded since it was last revised in 1995, as laws have significantly changed since then. B. Alderman Gehringer expressed concern that the utility charges by Ameren UE had increased. A discussion ensued at it was agreed that the City had no choice but to pay the high rates. City Clerk Coon agreed to obtain the latest bill and distribute it to Board members. C. Alderman Gehringer initiated a discussion of the speed limit sign on Bopp Road. Alderman Cooke indicated that he has worked with the sign company and taken care of the problem. In addition, he suggested that the City add another sign at Country Club Drive. City Attorney Human noted that the sign would have to indicate that the speed limit is x miles per hour. D. Alderman Gehringer asked Board members to review the description of the City Clerk’s duties. Mayor Balcer said a notice will appear in the next City newsletter announcing that the City is looking to fill that soon to be vacated position. E. Alderman Leonard commented that he had noticed a number of cracks in the concrete and curbs in the newly paved streets. Mayor Balcer agreed, and said that his street, in particular, had numerous cracks. A discussion ensued about how to address the problem and Attorney Human suggested that the City may have to hire an engineer to evaluate the problem. F. It was noted that a new bulletin board on Country Club Drive was needed as the current one is in disrepair. Alderman Cooke said that he knew the owners at Dale Signs and volunteered to obtain a bid for a new sign by the next Board meeting. G. Alderman Jim Leonard asked Alderman Cooke what the final cost was for the street signs. Treasurer Bradley replied that the signs cost $33,000, of which $16,000 had already been paid by the City, leaving a remaining balance of $17,000.
Mayor Balcer announced that the next regular meeting would be held on Monday, April 10, 2006. A motion was made to adjourn the meeting. Motion passed unanimously.
