of the City of Crystal Lake Park, Missouri

Regular Meeting of the Board of Alderman

Monday, April 10, 2006

 Mayor Balcer welcomed the residents to the meeting and asked that the roll call be taken.

 ROLL CALL:

         Mayor and Aldermen:  Mayor Matt Balcer, Alderman Stefan Cooke, Alderman Jim Gehringer, Alderman Jim Leonard, and Alderman Sandy Spitzer were present.

         City Officials:  Present:  City Treasurer Ann Bradley, City Park & Street Commissioner Greg Heck, Building Commissioner Rob Lappe, and Board of Adjustment member Sue Glarner.  Absent:  City Attorney Dan Human and Chief of Police Steve Sood. 

 REPORTS:

 A.      City Officials

1.      Mayor’s Report – Mayor Balcer reminded Board members that a review of the draft ordinances was still necessary. 

2.      Treasurer’s Report – City Treasurer Bradley provided an updated report on the City’s finances and distributed the financials for December 31, 2005 through March 31, 2006.  Alderman Leonard asked whether or not the City had closed out its account with Bank of America.  Treasurer Bradley responded that it had not been closed and that she is waiting for St. Louis County to confirm that they will begin doing deposits at Reliance Bank before closing out the old account.  She noted that the current balance at Bank of America was about $5000.  A motion to approve the February  and March 2006 check list and financials were made and seconded, and the financials were approved.

3.      City Attorney’s Report –  No Report.

4.      Police Chief’s Report – No Report.

5.      Alderpersons –  Alderman Cooke reported the signs off Bopp Road had been removed and replaced as required.  Both Aldermen Spitzer and Leonard noted that the new signs were ideal.  A discussion ensued regarding replacing the City’s bulletin board and Alderman Cooke suggested that Dale Signs could handle the project.  Further discussion ensued about the specifics of the sign, including whether it should have doors and, if so, whether they should be glass or plexiglass.  Alderman Cooke agreed to talk to the people at Dale signs to obtain an estimate as to the potential cost of constructing a new sign.  It was also suggested that the sign be moved West on Country Club Drive to allow residents from other City Districts a better opportunity to read the sign.

 B.       City Committee Reports 

1.      Street & Park – Street & Park Commissioner Heck reporter that the City park and playground will be mulched in May at a cost of $1500.  Alderman Cooke suggested that it should be verified that the mulch is not being shipped from the south, to ensure that it does not have termites.  Heck responded that it is in fact playground mulch and environmentally friendly.  Heck also reported that a Little Tykes representative had evaluated the broken seesaw and that it would be $400 to repair.  Heck also noted that a white pine tree had fallen during a recent storm and that it will cost $250 to replace.  Heck also reminded the Board that Flower Day will be May 6th.  In addition, he suggested that the City continue with the tree program and that an advertisement of same should appear in the next newsletter.  Mayor Balcer asked if residents could get a list of the types of trees offered and Heck said he would obtain a list, and also offered to pick up the trees and deliver them to residents who order them.  Alderman Spitzer noted that the Willows residents have an interest in participating as well.  It was suggested that in addition to advertising in the newsletter, a notice would be posted on the City’s bulletin board.  Heck also noted a need to add dirt to a spot in the park that is lower than the rest of the park and Alderman Cooke added that the south end of East Drive needed dirt maintenance, too.  BoA member Glarner inquired about cleaning the playground equipment and Heck responded that he had ordered an environmentally friendly treatment, Spray & Forget, to apply to the equipment.  Mayor Balcer noted that it would be helpful to add a water main in the park for the drinking fountain and to water the park.  Greg volunteered to ascertain the costs and procedures to do so.

2.      Planning and Zoning – Building Commissioner Lappe reported that the Planning & Zoning Commission had approved renovations for the Evans family at 2146 Lakeview Drive.  In addition, he said a review of District D’s ordinances was ongoing and he would prepare a draft report with the necessary changes.  Lappe also noted that he had received a letter from the St. Louis County Municipal Contract Manager regarding County new and revised ordinances that must be incorporated into our City’s ordinances.  The Commission will review its ordinances and bring them into compliance with the County.

3.      Board of Adjustment – No report

4.      Police Commissioner – No report

 OLD BUSINESS:

 A.       No report.

 NEW BUSINESS: 

A.       Alderman Cooke reminded the Board that he still owns the domain name for the City’s website, www.crystallakepark.org and that he would like to transfer it out of his name.  It was suggested that the name be transferred to the City Clerk or another City official and Cooke agreed to ascertain what need to be done to do so.                       

B.      Mayor Balcer reported that the City had received a resume from resident Lois La Driere relative to the soon to be vacated position of City Clerk.  Alderman Cooke suggested that the compensation for City Clerk should be adjusted to better reflect the expanded duties of the position, including attending and writing the minutes of the Planning & Zoning Commission, as well as the influx of new residents to the Community.  Alderman Gehringer agreed and suggested that the City begin charging a fee for building permits to assist it in garnering additional funds.  It was noted that the current compensation for City Clerk is $400 per month, plus a fee of $15 per hour after the first twenty hours.  Currently the average total monthly salary of the City Clerk is about $850 month.  Mayor Balcer suggested that now is a good opportunity to determine what the duties of the position should be, as well as compensation.  Resident La Driere volunteered to contact other area Cities to obtain descriptions of their City Clerks’ positions, as well as try to ascertain salaries of same. 

C.      Alderman Spitzer noted that the current Statement of Budget vs. Actual Revenues and Expenditures distributed at the meeting was confusing.  He suggested that the budget be divided by twelve to show an amount per month or to take last year’s budget and show the percentage for each expenditure or revenue, and compare each month to the prior year.  Alderman Cooke suggested that the budget should also be seasonalized to allow for additional expenditures during the winter months, such as snow removal.  City Treasurer Bradley noted that Quickbooks, the current software being used for the City’s finances, is formatted for the current reports and agreed to talk to the City’s accounting firm to inquire if that could be changed to reflect percentages to the current year-to-date budget.  Mayor Balcer suggested that if those adjustments could be made soon, they be implemented for next month’s budget report. 

Alderman Leonard also noted that the U.S. Bank payments were reflected as an expense.  Treasurer Bradley agreed to check with the accounting firm about whether that item should be reflected as a balance sheet item rather than an expense. 

Mayor Balcer noted that the person who developed last year’s budget could no longer do so and that someone else would need to do the budget for the coming fiscal year.  Treasurer Bradley suggested that the accounting firm do the new budget and agreed to obtain a cost quote from them.  It was agreed that a new budget should be received by the July meeting of the Board of Alderman. 

Mayor Balcer announced that the next regular meeting would be held on Monday, May 8, 2006.  A motion was made to adjourn the meeting.  Motion passed unanimously.
