Minutes of the City of Crystal Lake Park, Missouri Regular Meeting of the Planning & Zoning Commission and Board of Adjustment Thursday, June 1, 2006
Building Commissioner Robb Lappe called the meeting of the Planning & Zoning Commission and Board of Adjustment to order and announced a quorum of the P&Z Commission. ROLL CALL: Present: Building Commissioner Robb Lappe, P&Z Chairperson David Evans, Commission Members Paul Licavoli and Amy Cislo, Mayor Matthew Balcer and Alderman Jim Gehringer, as well as Board of Adjustment Members Sue Glarner and Barry Larson. Absent: P & Z Commission Member Rita Brinkman, and Board of Adjustment Members Mary Jane Cusumano, Martin Long and Marianne Stuart. REVIEW ITEMS: A. Mark & Dawn Herzog – Review of BoA Decision Regarding Preliminary Approval for New Carport at 2129 East Drive. CLP resident Mark Herzog opened the meeting by displaying house plans with North and West elevations, as well as the home plan by the original owner. BC Lappe informed Herzog that the BoA had denied the plans as last shown and since there was not a BoA quorum at this meeting to review any new ideas or alterations to the plan, a special meeting would need to be called to review any such changes. Lappe also noted that Herzog would need to get a variance to proceed with any new plan for the additional carport. BC Lappe reminded Herzog that regardless of any alterations to the plans, there was still the issue of having two carports at his home. A discussion ensued with members offering ideas as to what might be acceptable to the P&Z Commission. It was noted that an option could be building a detached garage or carport on the south end of his property. Alderwoman Cislo suggested that the Commission call for a vote of members relative to pre-approval of the new carport as currently planned, with the location on the west side of the home. The Commission denied approval with votes of one in favor and four against. It was decided that a special meeting of the BoA and P&Z Commission would be held in the next two weeks to further address the issue and re-review any subsequent plans offered by Herzog. B. Fred Ricks – New Front Porch at 11908 Country Club Drive. BC Lappe stated that CLP resident Ricks had asked for preliminary approval to remove the existing porch and slab on the front of his home in order to construct a larger slab and columns. By a unanimous vote of the Commission, the matter was approved. C. Review of Ordinance for District ‘D”. BC Lappe asked for any comments from the Commission prior to submission of the new District ‘D” ordinances to the Board of Aldermen next week. Alderwoman Bonnie Taylor stated that she would prefer a unified 30’ height and additional green space on the sides of the homes in District ‘D” than what was being proposed. It was noted that during numerous meetings of the BoA and P&Z Commission a number of compromises had been made to garner a consensus of the members to the final document. It was also noted that if approved by the Board of Alderman, opportunities would be available in the future to make amendments. It was agreed to submit Ordinance ‘D’ to the Board of Alderman for approval as drafted. OLD BUSINESS A. No report. NEW BUSINESS A. BC Lappe stated that a Chairman to the Board of Adjustment needed to be appointed, as well as term limits instituted for members of the BoA. He noted, for example, that P&Z Commission members have four year staggered terms. It was decided to appoint a Chairman and to set term limits for members at the next meeting. NEXT MEETING The next meeting of the Commission and BoA was scheduled for Thursday, July 6, 2006 at 7:00 p.m. VOTE TO CLOSE MEETING A vote to close the meeting ensued and was unanimously approved. The meeting was adjourned at 8:30 p.m.
