Regular Meeting of the Planning & Zoning Commission and Board of Adjustment
Thursday, September 7, 2006




Building Commissioner Robb Lappe called the meeting of the Planning & Zoning Commission and Board of Adjustment to order and announced a quorum of the P&Z Commission.


ROLL CALL:
Present: Building Commissioner Robb Lappe, Commission Members Amy Cislo, David Evans and Rita Brinkmann, Mayor Matthew Balcer and Alderman Jim Gehringer, as well as Board of Adjustment Members Sue Glarner, Mary Jane Cusumano, Marianne Stuart, Martin Long and Barry Larson, and City Clerk Lois La Driere.


Absent: None.


REVIEW ITEMS:
         A. Plan Distribution for Home Remodel for Bonnie Taylor & Lydia Ruffin at 2200 Divot Drive.

  BC Lappe opened the meeting by stating that a presentation of the plans for the home remodel and addition at 2225 Divot Drive for preliminary review of the Commission would be given by the architect. The architect began his presentation by distributing plans to the Commission members and displaying a model of the home and remodel under review. He explained that the existing garage of the home would be removed and a new one installed. In addition, a large two-story addition would be constructed in the back of the home. He displayed the siding material that would be constructed on the north and south sides of the home, and indicated that a corrugated metal roof would be erected on the addition to the home. A trellis covered walkway/pergola would also be constructed to enhance the home’s entry. Later, he stated, a proposed pool would be constructed in the back yard.


A discussion ensued concerning the use of siding on two sides of the home. BC Lappe noted that indentures in effect for that section of the City required that three sides of homes must have brick, brick and frame, or stone and frame materials. Mayor Balcer concurred with BC Lappe and noted that all but one home on the street had three sides of brick. Alderperson Gehringer read the applicable ordinance and questioned that interpretation of the ordinance. BC Lappe noted that the proposed corrugated roof may not be acceptable. After further discussion, it was decided that new plans would need to be developed and submitted to the Commission, which plans would incorporate materials and design in accordance with existing ordinances.


BC Lappe then noted that applicants for the opening on the P&Z Commission should attend the next Board of Alderpersons meeting to discuss their qualifications and reasons for wanting to serve on the Commission. Resident Chris Kerckhoff noted that he was interested in serving, and resident Peggy Crockett reminded Commission members that her husband, Lee Crockett, also was interested in serving.
Next on the Agenda was a discussion of the District D ordinances. Commission member Brinkman distributed copies of the current (valid) Building Code Ordinances to all Commission members and members of the Board of Adjustment. BC Lappe noted that the District D ordinances may set the parameters for what would be allowed to be built in the rest of the City, not the aesthetics of homes. In addition, he said, the City will continue to be attractive to home builders since it is in the Ladue School District. Currently vacant/tear-down lots in the City would be worth about $150,000 he said. Therefore, he added, it is important to define the ordinances for the City, and in particular District D, to guide the future of development in the City. Lappe also noted that it was difficult to offer the amount of square footage that most families want on the smaller lots in District D, without building 1 ˝ and 2-story homes.
Mayor Balcer suggested that perhaps the Commission should await the findings and recommendations of the Committee that is developing the new “vision” for the City and utilize that information to develop the new ordinances in District D and other districts in the City. Alderperson Gehringer noted that it could take twelve months to survey residents and finalize the City’s vision, following which the Committee would ask various other municipalities who have been through the process to offer their advice. Resident Peggy Crockett suggested that the City put a moratorium on new home construction until new ordinances were finalized. Commission member Brinkman suggested that if one polled everyone present at the meeting that most would indicate that “roof height” is the most important issue.


Following further discussion, it was decided that the Committee would recommend to the Board of Alderpersons that the existing ordinances for District D remain in place same until further discussion following the development of the vision for the City.

VOTE TO CLOSE MEETING
    A vote to close the meeting ensued and was unanimously approved. The meeting was adjourned at 8:30 p.m.
